Preheat oven to 350°F. Spray a 13” x 9” baking pan with cooking spray.
In a large bowl, combine oats, flour, Splenda Brown Sugar Blend, baking soda, and salt. Stir in butter; mix well.
Reserve 1 cup oat mixture. Press remaining oat mixture onto bottom of prepared baking pan.
Bake for 12–15 minutes or until golden brown.
Meanwhile, mix caramel topping with 2 tablespoons flour in small bowl.
Remove pan from oven; sprinkle with chocolate chips and nuts. Drizzle caramel topping over nuts, leaving about a ¼” border around the edges. Sprinkle with reserved oat mixture.
Return to oven; bake for 18–22 minutes or until golden brown. Cool in pan on wire rack, then refrigerate until firm. Cut into bars.
